    A 13-year old boy was killed in Tulsa, Oklahoma while passing around a gun with his friends.  The wound was self-inflicted.  The gun belonged to the parents of the boy who was shot.  Police say the magazine was removed, but that there was a bullet in the chamber.

    "Parents do not educate their children enough on guns," a neighbor said. "It should be the parent's job to do that."

    Detectives are not planning to pursue charges.
